Behrens was born in Chicago, Illinois in 1933. He began drawing at age seventeen after being confined to bed following a sledding accident. His formal education in art was at the University of Maryland, where he earned a Master's degree in painting and sculpture. He had planned on pursuing further study in medical illustration, but returned to drawing and painting when the opening to study the former was postponed.

Behrens' paintings are in an almost impressionistic style, featuring brightly lit exteriors and shimmering pastel colours that are easily recognizable. They are set throughout the world, in places the artist has personally visited, and include seascapes and vivid street scenes.

He resides in Potomac, Maryland.
